Education/ Certification Mandatory:

• BA or BS degree, or higher, with at least 5 years of relevant experience. Mid-level federal acquisition knowledge and hands-on experience equivalent to at least FAC Level II training and experience. Actual FAC certification is not expressly required. If cert is available thats great.

Work Experience Mandatory:

• At least 5 years of relevant experience and hands-on FAR-based federal acquisition support. Must demonstrate cradle-to-grave acquisition support, PR/acquisition package preparation, acquisition planning, SOW/SOO/PWS and requirements development, market research, D&Fs, exceptions to fair opportunity, J&As, IGCE support, cost/price analysis, source selection evaluation criteria, contract administration/closeout, FFP/Cost Reimbursable/LH/T&M, IDIQs, BPAs, task/delivery/call/purchase orders and IAAs. Experience with GSAR 538.71/FSS and FAR Parts 12, 13, 15, 37, 43 and FAR 4.804 is required. GSA MRAS and other market research tool experience is a must.

Education/Certifications Nice To Have:

• PRISM or comparable contract writing system experience is desirable. Customer Relationship Management (CRM) experience and SharePoint experience are expressly desired.

Work Experience Nice To Have:

• Prior DOT/FTA acquisition support, strong IGCE/business-case support, program-office liaison experience, and extensive coordination with CORs, contracting staff, technical SMEs, and program offices would be advantageous.

Roles And Responsibilities:

• Serve as the acquisition liaison supporting FTA acquisition divisions and program/technical offices. Provide federal acquisition subject matter expertise from cradle to grave; prepare and review purchase request/acquisition packages; verify supporting documentation and regulatory compliance; help develop acquisition plans, SOW/SOO/PWS, functional requirements/specifications, market research reports, D&Fs, exceptions to fair opportunity, J&As, IGCEs and source-selection criteria; conduct/assist with market research, including GSA MRAS; support cost and price analyses; assist with contract mechanisms and administration; attend meetings and document actions; track contract funding and milestones; support modifications and closeout; maintain electronic status tracking; coordinate technical experts and contracting staff; and support reporting requirements.
